Strict Liability Offences

It is impossible for us (with our present resources) to list all the offences in Singapore. The Penal Code alone has 511 sections. In addition, the other laws passed by Parliament creates many other offences. These other offences are contained in other Acts of Parliament.

STRICT LIABILITY OFFENCES - CRIMES WHICH ARE COMMITTED EVEN IF THERE IS NO DELIBERATE, RECKLESS OR NEGLIGENT ACT

l) Failing to obtain licences before carrying out any business or act:

It is compulsory for people in Singapore to obtain a licence before they can carry out certain activities such as: driving a vehicle, selling intoxicating liquor, playing recorded music, carry firearms or explosives etc. It is not a defence even if there was an innocent mistake in the date of the licence being granted.
