The Monetary Authority of Singapore (MAS) has released a consultation paper proposing several changes to existing requirements in MAS Notice 307 (Investment-Linked Life Insurance Policies).

The Workplace Safety and Health (Risk Management) Regulations will take effect from 1 September 2006. The Regulations state the responsibility of employers, self-employed persons and principals (including contractors and sub-contractors) to identify safety and health hazards at workplaces and to take appropriate actions to eliminate or reduce the risks associated with the hazards.

Since the inauguration of the Annual Lecture series in 1994, the Singapore Academy of Law has invited legal luminaries from around the world to share their wealth of legal knowledge and personal insights on topics shaping and defining the contemporary legal landscape. The Annual Lecture is a key event in the legal profession's calendar, bringing together a large gathering of members each year for an evening of learning and fellowship. This year, The Right Honourable The Lord Phillips of Worth Matravers, Lord Chief Justice of England and Wales was the guest speaker for the thirteenth Annual Lecture. His Lordship spoke on "Terrorism and Human Rights". The lecture was held on Tuesday, 29 August 2006 at 7.30pm at the Supreme Court Auditorium.
Michael Hwang S.C. Appointed New Specialist Judge to Subordinate Courts

President S.R. Nathan has appointed Michael Hwang S.C. as new Specialist Judge to the Subordinate Courts' Bench. Justice Hwang will preside over ancillary matters for a divorce case in the Family Court. Justice Hwang joins Justices Tan Chee Meng and Tan Cheng Han, who have been appointed as Specialist Judges to hear the Fusionpolis and Informatics cases.
Consultation Paper on Draft Guidelines to Notices on Prevention of Money Laundering and Countering the Financing of Terrorism

The Monetary Authority of Singapore (MAS) issued a Consultation Paper on draft Notices on Prevention of Money Laundering and Countering the Financing of Terrorism on 4 August 2006. These Notices cover nine financial sectors – banks, finance companies, merchant banks, money changers and remitters, life insurers, capital markets intermediaries, financial advisers, approved trustees and trust companies. Guidelines have been prepared to supplement the draft Notices and hence should be read in conjunction with the respective draft Notices. The objective of this set of Guidelines is to provide further guidance on the requirements set out in the draft Notices.
The Launch of the Overseas Singaporean Portal

The Overseas Singaporean Portal (OS Portal) was launched by Deputy Prime Minister, Mr Wong Kan Seng in Shanghai on 26 August 2006. The aim of the portal is to engage Overseas Singaporeans, to connect them back to Singapore and with each other. The OS Portal is managed by the Overseas Singaporean Unit (OSU), Prime Minister’s Office, and is part of the Singapore government’s overall efforts to engage its citizens overseas.

China is willing to start negotiations with Singapore on a Free Trade Agreement (FTA), said Chinese Vice Premier Wu Yi during talks with Singaporean Deputy Prime Minister Wong Kan Seng.

Personalised Employment Pass: A new scheme to facilitate the contributions of global talent to Singapore

The Ministry of Manpower will introduce a Personalised Employment Pass (PEP) from 1 January 2007 to help us better attract and retain global talent. The PEP will facilitate selected Employment Pass holders to continue working in Singapore. The PEP will be granted to suitable EP holders or foreigners who have graduated from our institutions of higher learning, and have worked in Singapore for a period of time.
