Speech by Mr Raymond Lim, Minister for Transport, at second reading of the Civil Aviation Authority of Singapore (Amendment) Bill, on 12 February 2007, 4.30 pm at Parliament.

The Health Products Act, passed in Parliament on 12 February 2007, gives the Health Sciences Authority (HSA) more powers to regulate medical products and devices. It also increased the penalties against those who break the law.

With effect from 12 February 2007, the government will pay market rates for all properties acquired under the Land Acquisition Act. The Land Acquisition (Amendment) Bill was tabled in Parliament today.

The Spam Control Bill, introduced in Parliament on Monday, 12 February 2007, will make it an offence for advertisers to send out bulk emails to people who have not previously agreed to receive them.

Here is another cool gadget for lawyers. It looks and acts like a retractable USB cable. Plug it into two computers, and a screen pops up, showing the files on both computers, allowing real time file and data transfer between the computers, without loading any software on either computer. Useful technology for lawyers: Quick Office has applications that turn a smartphone or PDA into a portable office. Its award winning Quickword, Quicksheet and Quickpoint allows a user to access and edit Microsoft Office documents from your smartphone and PDA. Works with devices from a variety of manufacturers. Their website at www.quickoffice.com lists compatible devices.

The British Broadcasting Corporation in an article posted on 1 February 2007 claims that "Vista seemingly wrestles control of the 'user experience' from the user" and includes extensive provisions granting Microsoft the right to regularly check the legitimacy of the software and holds the prospect of deleting certain programs without the user's knowledge. As legally trained professionals, lawyers should be aware of what the EULA contains.

Singapore will open up its postal sector to new players from 1 April 2007, ending SingPost's monopoly of the basic mail services market after some 15 years.

The Monetary Authority of Singapore (MAS) and the Ministry of Law (MinLaw) have jointly issued their responses to feedback received from a public consultation on the proposed changes to the unsecured credit rules and the proposed application of these rules to moneylenders. The joint public consultation was conducted from 7 August 2006 to 7 Sept 2006.

Singapore signed her 61st Agreement for the Avoidance of Double Taxation and Prevention of Fiscal Evasion with respect to Taxes on Income with Ukraine. Mr. Tharman Shanmugaratnam, Second Minister for Finance, signed on behalf of Singapore while Mr. Mykola Azarov, First Vice Prime Minister and Minister for Finance, signed on behalf of Ukraine. The signing took place in conjunction with Mr. Azarov’s visit to Singapore.
