The Monetary Authority of Singapore (MAS) and the Ministry of Law (MinLaw) have jointly issued their responses to feedback received from a public consultation on the proposed changes to the unsecured credit rules and the proposed application of these rules to moneylenders. The joint public consultation was conducted from 7 August 2006 to 7 Sept 2006.

Singapore signed her 61st Agreement for the Avoidance of Double Taxation and Prevention of Fiscal Evasion with respect to Taxes on Income with Ukraine. Mr. Tharman Shanmugaratnam, Second Minister for Finance, signed on behalf of Singapore while Mr. Mykola Azarov, First Vice Prime Minister and Minister for Finance, signed on behalf of Ukraine. The signing took place in conjunction with Mr. Azarov’s visit to Singapore.

Bernama of Malaysia reported that the Malaysian Courts are computerising their court administrative system.

Health Products Bill 2007 was introduced in Parliament on 22 Jan 2007. The Bill proposes that all health products be evaluated and entered into a central registry, under categories determined by the Health Sciences Authority (HSA).

Parliament on 22 January 2007 passed the Banking (Amendment) BIll 2006. The Bill was previously introduced on8 Nov 2006 after a consultation exercise in July 2006. The Bill is part of an on-going exercise by the Monetary Authority of Singapore to enhance the banking regulatory framework in Singapore.

The Second Reading Speech by Mr Lim Hng Kiang, Minister for Trade & Industry and Deputy Chairman, Monetary Authority of Singapore in Parliament on 22 January 2007 on The Banking (Amendment) Bill. The Bill seeks to introduce several new policies and measures to strengthen prudential safeguards, facilitate risk-based supervision and provide banks with greater operational flexibility.

Second Reading Speech on Trade Marks (Amendment) Bill 2006 by Deputy Prime Minister, Co-ordinating Minister for National Security and Minister for Law Prof S Jayakumar, Mon, 22 January 2007. The Bills seeks to itroduce changes required by the Singapore Treaty on the Law of Trademarks.

The Minister for Trade & Industry and Deputy Chairman of the Monetary Authority of Singapore (MAS), Mr Lim Hng Kiang, today moved the Monetary Authority of Singapore (Amendment) Bill ("the Bill") for first reading in Parliament. The Bill will be read a second time at the next available Parliamentary sitting.
