Amendments To The Housing And Development Act

The Minister for National Development will introduce the Housing and Development (Amendment) Bill 2007 in Parliament today.

2. The main objective of the Bill is to amend the Housing and Development (H&D) Act to facilitate the implementation of the Home Improvement Programme (HIP).

Key Amendments

3. The Bill will make the following key amendments to the H&D Act:

a) Introduce the definition of “flat upgrading works” in the Act, and make consequential amendments to various other definitions;

b) Allow HDB to conduct polling for the HIP on a block basis, and to carry out the works if at least 75% of the lessees vote in favour of such works. Currently, the H&D Act only allows polling for upgrading works within flats to be carried out on a precinct basis; and

c) Allow HDB to recover the co-payments from the residents for the HIP works, in accordance to their respective cost-sharing ratios viz. 5%, 7.5%, 10% and 12.5% of the cost for 1/2/3-room, 4-room, 5-room and executive flats respectively.
