Review Panel on Singapore Legal Service Completes Work

It is reported that the Legal Services Personnel Management Review Panel has completed its work and recommends the recruitment programme be tweaked to enable Legal Officers to develop to the fullest of his or her potential within the service.
Among the other recommendations, to make it more convenient to recruit mid-career candidates with greater flexibility to accord due recognition to the candidate's experience.
The Legal Service will also give internship opportunities to top junior college students and overseas undergraduates from approved universities to reach out to candidates earlier.
For those already in the service, there will be an assessment framework including the institutionalisation of a more frequent feedback system so that Legal Service Officers will know how they are performing. Career counselling and training will also be provided. This will include compulsory posting rotations, attachments to law firms or chambers, leadership programmes and scholarship opportunities.
A talent management scheme, overseen by a special committee headed by the Chief Justice, is another major recommendation.
An exit management scheme will alsoe be implemented for Legal Service Officers who are found to be unsuitable.
A review will be conducted in three years' time to monitor the progress of the schemes.
