Appointment of Justice Andrew Phang As New Judge of Appeal

The President, acting in his discretion and in concurrence with the advice of the Prime Minister, has been pleased to appoint Justice Andrew Phang Boon Leong, as a Judge of Appeal under Article 95 of the Constitution with effect from 28 February 2006.
2 Justice Phang graduated from the National University of Singapore in 1982 with an LLB (First Class Honours). He obtained his Masters of Law in 1984 and the degree of Doctor of Juridical Science in 1988, both from the Harvard Law School. He was in the legal academia for over two decades, from 1982 to 2004. He was made a full Professor of Law at the National University of Singapore in 1999. In the following year, he became Professor of Law and in 2001, Chair of the Department of Law, School of Business, Singapore Management University. In 2004, he was appointed a Senior Counsel.
3 Justice Phang is the author of a number of leading law textbooks and monographs, and he has published very extensively in both local and international legal journals. He has served on the editorial boards of several legal journals and is also a member of various committees of the Singapore Academy of Law.
4 He joined the Supreme Court Bench on 3 January 2005 as a Judicial Commissioner. On 8 December 2005, he was appointed as a Judge of the Supreme Court. During his stint on the Bench, he has presided over many hearings as a trial judge, as well as a member of the Court of Appeal.
5 With Justice Phang’s appointment, there are now two Judges of Appeal of the Court of Appeal.
