Public Consultation on Proposed Amendments to Fire Safety (Fire Safety Managers) Regulations

The Singapore Civil Defence Force is seeking public views on proposed amendments to Fire Safety (Fire Safety Managers) Regulations.

Background

Under the Fire Safety Act 1993 and the Fire Safety (Fire Safety Managers) Regulations 1994, it is mandatory for building owner/management of designated buildings to appoint Fire Safety Managers (FSMs) with the aim to enhance the level of fire safety in buildings. The FSM scheme was implemented since 1994 starting with public buildings. The scheme was extended to industrial premises in 1997. Buildings with floor area larger than 5,000 square meters or having an occupant load of 1,000 people or more are required to have FSMs.

Building owners are required to employ and appoint FSMs for their buildings, who shall assist them in the management and maintenance of fire safety installations, training and supervising of staff in fire prevention and fire fighting, operation of fire safety and emergency systems, formulation of fire safety reports, fire emergency plans and conduct of fire drills and exercises.

Fire Safety (Fire Safety Managers) Regulations

The Fire Safety (Fire Safety Managers) Regulations lay down provisions pertaining to duties of owner or occupier of specified premises requiring FSMs, and duties & qualifications of the FSMs.

Amendments are proposed to the Regulations to streamline the provisions and requirements and to make explicit the expanded role and duties of the FSM in the light of today’s new security environment.
