HDB Relaxes Guidelines For Renovation Works In HDB Flats

With effect from 1 Apr 2005, HDB flat owners no longer need to seek HDB?s approval for 19 more renovation items to their flats.

2. The 19 relaxed renovation items are minor common renovation works that will not affect the safety of buildings. They comprise 17 building and 2 sanitary items. Although these works do not require HDB?s approval, they must still comply with the governing guidelines/conditions. The 19 items and the guidelines/conditions are listed in Annex A.

3. The relaxation is part of HDB?s on-going process to improve its services to the public. The previous relaxation was in Oct 2001 where flat owners were no longer required to seek HDB's approval for 41 renovation/electrical items carried out within their flats. HDB will continually review the guidelines based on relevant renovation trends and feedback from flat owners, renovation contractors and other building professionals.

4. Flat owners can refer to the HDB InfoWEB at http://www.hdb.gov.sg under ?Housing Maintenance ? Renovation & Maintenance? for detailed information on the list of 19 relaxed renovation items. Information sheets on these 19 renovation items will also be available at all HDB Branch Offices, Sales Section and Resale Section at HDB Hub.

5. HDB would like to take this opportunity to remind flat owners that they are required to engage HDB registered renovation contractors to carry out the renovation works. They also need to comply with other relevant authorities? requirements. These include engaging:
-Energy Market Authority (EMA) licensed electrical workers for electrical works and licensed gas service worker for gas service works;
-Public Utilities Board (PUB) Water Department licensed water service plumber for water pipe services;
-Building & Construction Authority (BCA) trained air-conditioner installers (if it is installed at the external of the flat) for air-conditioner installation;
-BCA-approved window contractors listed with HDB for installation/retrofitting of windows in HDB flats. In addition, flat owners are encouraged to engage a Singapore Plumbing Society's (SPS) registered plumber for sanitary works.

6. For renovation items not included in the exempted list, flat owners are still required to apply for renovation permits. This is to safeguard against unauthorized renovation works that, in serious cases, may affect the structural stability of the building.


ANNEX A

LIST OF 19 RENOVATION WORKS THAT DO NOT NEED HDB'S APPROVAL

Waterproofing membrane must be applied to the bare concrete surface before commencing with the topping up. c. Extruded polystyrene foam (EPF) shall be used to top up the bath/toilet floor. The topping up detail of bath/toilet floor is to follow the sketch according to the A&A guidelines (see sketch drawing 1). d. Total thickness of floor finishes and screed on top of the EPF must not exceed 50mm. e. The resultant floor level after topping up must not be higher than the floor level outside the bath/toilet.
2Laying of floor finishes on bare (rough) concrete surface provided by HDB Please note that replacement of floor finishes will still need prior approval from HDB as such removal of tiles involve hacking works and generate noise.a. Floor finishes must be laid on bare (rough) concrete surface provided by HDB. There must not have an existing cement screed originally provided by HDB. b. Total thickness of floor finishes and screed must not exceed 50mm
3Laying of floor tiles using adhesive materialsa. The lessee is responsible for the stability and safety of the proposed work. b. The lessee is responsible to ensure that there is only 1 layer of existing floor finishes including cement screed (ie. the existing layer of floor tiles is not the second layer.) before proceeding to lay the additional layer of floor tiles. c. The thickness of the floor tiles inclusive of the adhesive must not exceed 13mm.
4Laying of floor tiles to risers and treads of steps at recess entrance and internal surface of parapet of the steps.a. Existing risers and treads finishes or cement screed must be removed. b. Total thickness of treads finishes including cement screed must not exceed 50mm. c. Total thickness of risers finishes including cement screed must not exceed 25mm. d. No tampering of existing structures is allowed.
WALL
5Laying of wall tiles on bare concrete surface provided by HDB up to ceiling height Please note that replacement of wall tiles will still need prior approval from HDB as such removal of tiles involve hacking works and generate noise. a. No tampering of existing structures is allowed. b. Surface of reinforced concrete wall is not allowed to be hacked to form key for tiling. Spatterdash or other equivalent shall be used to form key for tiling. c. Total thickness of the wall finishes including cement screed must not exceed 25 mm.
FALSE CEILING
6Installation of false ceiling in kitchena. Minimum height clearance of 2.4 metres measured from finished floor level to underside of ceiling. b. False ceiling to be of non-combustible materials. Asbestos material should not be used. c. Power-driven nails of 6mm diameter and not exceeding 40mm in penetration depth length are to be used for fixing of false ceiling to the underside of reinforced concrete slab
7Replacement of existing false ceiling (originally provided by HDB) with changes to the existing joists connecting the ceiling directly. (applicable for horizontal false ceiling only)a. Minimum height clearance of 2.4 metres measured from finished floor level to underside of ceiling. b. False ceiling to be of non-combustible materials. Asbestos material should not be used. c. For topmost floor with pitched roof only. (i) The proposed work should make use of original existing structural support. (ii) Proposed new joists, if any, is not allowed to be connected onto existing purlins which are not designed for the proposed work. d. The layout, size and the support system of the new joists must be the same as the existing joists. e. Power-driven nails of 6mm diameter and not exceeding 40mm in penetration depth length are to be used for fixing of false ceiling to the underside of reinforced concrete slab.
HOUSEHOLD SHELTER
8Laying of floor tiles with cement mortar in household shelter.a. Tiles shall be bonded to the floor with wet cement mortar. b. Total thickness of floor finishes and screed must not exceed 50mm. c. Laying of tiles using adhesive is not allowed. d. Laying of 2nd layer of tiles is not allowed.
9Laying of maximum 100mm floor skirting tiles with cement mortar in household shelter.a. Skirting tiles shall be bonded to concrete surface with wet cement mortar. b. Laying of tiles using adhesive is not allowed c. Laying of 2nd layer of tiles is not allowed.
10Removal of the steel ventilation plate cover in the household shelter.a. Steel plate (after removal) must be secured inside the shelter on one of the walls by using maximum 50mm long removable screws in non-metallic inserts. b. After removal of the steel plate, the bolts and nuts must be installed back to the original position in its fully closed/locked positions. c. Up to 50% of the clear ventilation opening areas are allowed to be covered by removable aesthetics or architectural finishes or fixtures.
APPROVED RENTED COMMON AREA
11Installation of grille gate at the entrance of the common area. Grille gate with one-way locking device opening outward without use of a key.
12Installation of metal grille panel. Metal grille panel must not more than 1 metre wide on the parapet wall adjacent to the entrance gate for security purpose.
13Construction of cement mortar kerb at threshold of entrance gate.Cement mortar kerb not exceeding 100mm in height and 100mm in width.
14Rescreeding of floor provided free flow of water to existing scupper drain or waste water outlet is not obstructed.a. Existing floor finishes including cement screed must be removed. b. Total thickness of new floor finishes (if any) and cement screed must not exceed 50mm.
15Laying of tiles at corridor walls and floor excluding scupper drain.a. Existing floor finishes including cement screed must be removed. b. Total thickness of new floor finishes and cement screed must not exceed 50mm. c. Total thickness of wall finishes including cement screed must not exceed 25mm. d. Surface of reinforced concrete floor or wall is not allowed to be hacked to form key for tiling. Spatterdash or other equivalent shall be used to form key for tiling.
16Resiting refuse chute stopcock outside the rented common area.a. Existing reinforced concrete structure is not allowed to be tampered with. b. The lessee is responsible for the stability and safety of the proposed work. c. Prior approval must be obtained from Town Council.
17Installation of false ceilings at rented common area.a. Minimum height clearance of 2.4 metres measured from finished floor level to underside of ceiling. b. False ceiling to be of non-combustible materials. Asbestos material should not be used. c. Power-driven nails of 6mm diameter and not exceeding 40mm in penetration depth length are to be used for fixing of false ceiling to the underside of reinforced concrete slab.
SANITARY ITEMS

18Installation of SPA pool.a. SPA pool must be purchased ready-made from the market. b. Construction of SPA pool using bricks/hollow blocks is not allowed. c. SPA pool is to be installed only within bath/toilet originally provided by HDB. d. Total weight inclusive of SPA pool, water, motor and other accessories must not exceed 400kg. e. Existing reinforced concrete floor slab is not allowed to be tampered with. f. Provide proper water drainage for SPA pool.
19Installation of pedestal/squat pan at wash area on lower floor of executive maisonette (EM).
    a. Hacking of holes on the existing floor slab is prohibited. b. The installation details for pedestal pan shall be in accordance with the sketch in the A & A guidelines (see sketch drawing 2). c. The installation (details for squat pan) shall be in accordance with the sketch in the A & A guidelines (see sketch drawing 3).
